The Provincial Manpower Training Center established under the supervision of the DOLE – National Manpower and Youth Council through the effort of former DOLE Secretary Ruben D. Torres on a 5,000 sq.m parcel of land donated by Provincial Government of Zambales through Ordinance #09-051 by. Gov. Amor D. Deloso. The Provincial Manpower Training Center is located at National Highway, Sitio Balili, Palanginan, Iba, Zambales, the capital town of Zambales. With the enactment of RA 7796, also known as TESDA Act of 1994, the training center was renamed
